پروفیسرتلک چند محروم
افسوس ہے پروفیسر تلک چندمحروم بھی ستتر(۷۷) برس کی عمر میں گزشتہ مہینہ دہلی میں رہ گزاے عالمِ جاودانی ہوگئے۔ موصوف فارسی اور اردو دونوں زبانوں کے کہنہ مشق قادر الکلام اور بڑے پُر گوشاعر تھے، اُن کی فنی استعداد بھی بڑی پختہ اوراعلیٰ تھی۔انہیں غزل اور نظم دونوں پریکساں قدرت تھی، لیکن طبیعت کونظم سے زیادہ لگاؤ تھااور نظم بھی کسی ایک خاص صنف کی نہیں بلکہ ہر صنف اور ہر نوع کی۔رباعیات اورقطعات بھی کثرت سے لکھے ہیں۔نظم کے علاوہ نثر بھی شستہ ورواں اور چٹکیلی لکھتے تھے۔ پھر جتنے بڑے شاعر، ادیب اورمصنّف تھے اتنے ہی بڑے انسان بھی تھے،تقسیم کے وقت وطن سے بے وطن اور گھرسے بے گھر ہوئے اور کیسے کچھ مصائب برداشت کیے، لیکن کیامجال! انسانیت وشرافت کی پیشانی پرایک ہلکا سابل بھی پڑا ہو۔اُردو ادب کی تاریخ میں ہمیں یقین ہے پروفیسر محرومؔ کانام ہمیشہ یادگار رہے گا۔ [فروری ۱۹۶۶ء]

 

Fighting Odds in Domestic Sphere: Mothers’ Role to Alter Cultural Values Governing Daughters’ Rights in Pakistan

Feminism begins at home. To test this question this article is based on findings of a survey and discussion with three generations of mothers, who had struggled for ensuring rights of their daughters in particular. They represent diverse ethnic groups of Pakistan. True, in an overall patriarchal environment, mothers are blamed for perpetuating son preference and socializing the daughters to a submissive role, but it is also true that mothers of somewhat different inclination have been continuously resisting the odds put in their daughters’ ways to enjoy and progress in life. Even in rural areas, illiterate mothers’ have been asserting for daughter’s education, mobility, cultural participation and choice in marriage. Mothers have been promoting daughters’ rights, a struggle which can be labeled as ‘activism in domestic space’, which is transmitted and reinforced down the generations of mothers. Thus the role of mothers in changing cultural values and gender stereotypes is essential to be studied. They have the agency for taking initiatives in a domain which instills feminism very successfully in an unnoticeable way. The study proves that even mothers can be corrosive for patriarchy. Selection of three generations of mothers from rural and urban areas and different ethnic groups provides a good cross-section and shows the trend in various sociological regions.

Does Fiscal Policy Matter? Evidence for Pakistan

The role of fiscal policy in affecting economic activity has been on the theoretical and applied research agenda for both academicians and policy makers since the evolution of macroeconomics. This thesis attempts to identify the fiscal policy effectiveness with respect to different budgetary components towards aggregate economic activity and its components using the data from 1960-2010. We employ the structural VAR estimation method to identify the impact of fiscal policy instruments on the aggregate and disaggregated economy for Pakistan. Government expenditures as a policy instrument appear to be more effective as compared to taxes. Three possible reasons for such an outcome appears; low tax base, less elastic taxes and ratchet up effect on government expenditures. Private investment is supplemented with government expenditures; hence increase in development is inevitable for increasing the pace of economic growth. Finally aggregate indicators of policy intervention variables; here the Fiscal policy, such as budget deficit and the outcome variable, here the economic activity (such as the GDP) may give a picture which is different from what is happening at the disaggregate level for both the intervention and outcome variables. Hence fiscal policy conduct may incorporate the disaggregated level of instrumentation and outcome variables should also be seen in component wise effects.
