جب میں نے یونیورسٹی آف سیالکوٹ میں بطور اسسٹنٹ پروفیسر شعبہ اردو میں جوائننگ کی تو اس وقت نعمت اللہ ارشد گھمن ایم فل اْردو کا مقالہ لکھ رہے تھے۔ میری موجودگی میں ہی ان کا زبانی امتحان ہوا جس میں یہ نا صرف کامیاب و کامران رہے بلکہ گولڈ میڈل کے بھی مستحق ٹھہرے۔ میں نے اس دورانیے میں یہ بات محسوس کی کہ موصوف نہ صرف اساتذہ کے ساتھ مودب رہے بلکہ اپنے ہم جماعتوں کے ساتھ بھی ان کا رویہ بہت دوستانہ رہا۔ ایم فل اردو کی سطح پر طلبہ و طالبات کو اپنے کورس ورک کی تکمیل کے لیے بہت سی مشکلات کا سامنا کرنا پڑتا ہے۔ لائبریریوں میں کتب کی قلت ہے اور پھر وہ اپنی ملازمتی مجبوریوں کی وجہ سے لاہور یا اسلام آباد کی لائبریریوں میں جانے سے بھی قاصر ہوتے ہیں۔ طلبہ و طالبات کی اس مشکل کو حل کرنے کے لیے شاگردرشید نعمت اللہ ارشد گھمن نے یہ بیڑا اٹھا یاہے اور ایم فل اردو کے پاکستان کی تقریباً تمام یونیورسٹیوں کے اہم موضوعات پر مشتمل کتاب لکھ ڈالی ہے۔ یہ کتاب نہ صرف طلبہ و طالبات بلکہ اساتذہ کے لیے بھی انتہائی کارآمد ثابت ہوگی۔ میرے خیال میں اس سے قبل اس موضوع پر ایم فل سطح کی کوئی کتاب موجود نہیں ہے اس لیے یہ اپنی نوعیت کا نیا تجربہ ہے۔ میری دعا ہے کہ اللہ تعالیٰ نعمت اللہ ارشد گھمن کو مزید کتب لکھنے کی توفیق عطا فرمائے اور انہیں زندگی کے ہر میدان میں کامیابی عطا فرمائے۔ آمین

The Effectiveness of Salt Business Empowering Program (Pugar) on Salt Farmers’ Income Improvement in Kedungmutih Village of Demak Regency

Indonesian national low productivity of salt which is unequal between the need level and salt consumption eventually results in salt import made mainly to meet the industrial needs. The government through the Ministry of Marine Affairs and Fisheries has released a Public Salt Business Empowering Program (known as PUGAR/Pemberdayaan Usaha Garam Rakyat). PUGAR is an empowering program focusing on the improvement of job opportunities and welfare for salt farmers/managers to achieve the self-sufficiency of salt for consumptions and industries. This research aims at examining the influence of salt business empowering program on the salt farmers’ income improvement in Kedungmalang village of Jepara Regency; the implementation level of salt business empowering program in Kedungmutih Village of Demak Regency when compared to that in Kedungmalang Village of Jepara Regency; and the influence of salt business empowering program on the salt farmers’ income improvement in Kedungmutih village of Demak regency. The research was conducted using a descriptive method with a case study approach. The program implementation was quantitatively analyzed. Furthermore, the effectiveness of PUGAR on income was analyzed using T-test. The test result showed that there were income differences in Kedungmutih and Kedungmalang Village before and after the implementation of PUGAR. This finding showed that PUGAR was proven as an effective program to improve the salt farmers’ welfare through income improvement.

Strategic Leaderships Competitiveness in Healthcare System of Pakistan

Globalization of quality services demands every country to make a robust, accessible to all and a globally competitive healthcare system. The aim of the study was to investigate the role of strategic leadership in providing competitive quality healthcare services. Accordingly, a comparative analysis of private and public sectors teaching hospitals, located at Peshawar, Khyber Pakhtunkhwa, Pakistan was carried out based on the prevailing strategic leadership framework and the quality of healthcare services. Suggestions are made to improve the quality gaps in healthcare services augmenting the strategic leadership interventions benchmarked with international standards. The quality of healthcare was measured using modified SERVQUAL (N= 1265 patients) into six dimension as tangibles (infrastructure), responsiveness, process of healthcare, administrative procedures, safety and trustworthiness and empathy. Further, the leadership framework (N= 300 hospital managers) prescribed by World Health Organization is modified and tested in the settings of hospitals of Pakistan. The data was analysed and presented using descriptive statistics, reliability analysis, Pearson Correlation analysis, t-test for independent samples, regression analysis. The results show that private hospitals (quality gap=4.88) are performing slightly better than public hospitals (quality gap= 5.87) in Peshawar based on patients’ perception but the difference is not statistically significant showing that both the sectors have quality gaps that need to overcome. Patients have not access to cost effective value of services particularly in public hospitals and even in private hospitals local people cannot afford.Further, it is found that leadership in hospitals at top and middle level need to advance the interventions as recommended by international standards in both the sectors to address the allied quality domains and to be globally competitive. The findings suggest continuous improvements using participation of patients’ feedback in the process of developing modern healthcare services with related facilities exclusively in public hospitals. Further, the value-added rewards and facilities to healthcare workforce can help to improve their responsiveness and empathetic attitude towards patients. Cost is recommended to be included as an isolated dimension of SERVQUAL instrument to measure the cost effective quality of healthcare services in the hospitals. Similar study is recommended in other cities of Pakistan to develop a homogenous healthcare system at national level.
