افسوس ہے ۲۳/مئی کوڈاکٹر پی۔کے۔عبدالغفور کااپنے وطن کالی کٹ میں انتقال ہوگیا۔مرحوم اس دن بالکل تندرست اورچاک وچوبند تھے۔دوسرے دن مدراس،بمبئی اوردہلی کے طویل سفر پرروانہ ہونے والے تھے۔ساڑھے تین بجے سہ پہر کاوقت تھا اپنے چیمبر میں ایک مریض کا معائنہ کررہے تھے کہ ان کاقلم جیب سے نکل کر زمین پرگرا،ڈاکٹر صاحب قلم کواٹھانے کے لیے ذرانیچے جھکے ہی تھے کہ اچانک سینہ میں درد اٹھااوربڑھتا چلا گیا۔فوراً میڈیکل کالج میں داخل کردیے گئے، اعلیٰ سے اعلیٰ علاج، دیکھ بھال اورراحت وآرام،مرحوم کے لیے ان میں سے کس چیز کی کمی ہوسکتی تھی لیکن حملہ اس قدر سخت تھا(Massive Heart Attack)کہ کوئی تدبیر کارگر نہ ہوئی اوردیکھتے ہی دیکھتے روح قفس عنصری سے پرواز کرگئی۔اناﷲ واناالیہ راجعون
عمرساٹھ،پچپن کے لگ بھگ ہوگی، ڈاکٹر صاحب کے نام اوران کے کام سے شمالی ہند کے عام مسلمان توکم ہی واقف ہوں گے۔لیکن جنوبی ہند کے بچہ بچہ کی زبان پران کانام تھا۔وہ مسلمانوں کے نہایت مخلص اورسرگرم وپُرجوش لیڈر تھے، انہوں نے آل انڈیا مسلم ایجوکیشنل سوسائٹی، کالی کٹ کے صدر کی حیثیت سے مسلمانوں کی جوتعلیمی اوراقتصادی نہایت شاندار خدمات انجام دی ہیں انھیں کا یہ اثرہے کہ تعلیم میں آج کیرالا مسلمان سب ریاستوں کے مسلمانوں سے آگے ہے، پہلے یہ سوسائٹی جنوبی ہند کے لیے خاص تھی، لیکن بعد میں جب ڈاکٹر صاحب کوشمالی ہند کے مسلمانوں کی تعلیمی پسماندگی کی طرف متوجہ کیا گیا(اور توجہ دلانے والوں میں خاکسار راقم الحروف بھی ہے جوسوسائٹی کی مجلس عاملہ کادیرینہ ممبر ہے اورجس سے ڈاکٹر صاحب کے شخصی اورذاتی تعلقات نہایت شگفتہ اور دوستانہ تھے) توڈاکٹر صاحب نے اس میدان میں بھی کام کرنے کاعزم کیا۔ چنانچہ اس کاپہلا قدم یہ تھا کہ گزشتہ ماہ دسمبر میں سوسائٹی کاایک نہایت عظیم الشان آل انڈیا اجتماع نئی دہلی میں منعقد ہوا، اس...

Impact Analysis of Higher Education Research Trajectory on Governance and Public Policy: A Case Study of Four Federal Universities of Pakistan

The research situates link between the graduate researches in four academic institutes of Islamabad and analyzes its impact on the public policy. The study explores the relevance of graduate research trajectory followed by various academic departments of four major federal universities in Pakistan in formulation and execution of public policy. The author collected last five years graduate level dissertation titles from four federal universities and classified them by using thematic approach. An interview guide/questionnaire is prepared accordingly. Chairpersons, deans, professors, bureaucrats, and parliamentarians were approached for semi-structured, in-depth interviews. This is a qualitative study using thematic and analytical approach. The research finds a lack of cohesion between the graduate research trajectory and policy needs of the public institutions. The absence of a national research vision and collaborative framework, difference in training cultures of bureaucracy and academia, lack of logistic support system, defective learning strategies, and an overall neglect for social sciences are the major reasons for incoherence. The analytical correlation of the recorded opinions reveals opportunities to maximize the relevance of the academic research in public policy domain

Feasibility Study of Introducing Pashto Language As a Medium of Instruction in Government Primary Schools of Khyber Pakhtunkhwa

A descriptive study was conducted to find out the feasibility of introducing Pashto language as a medium of instruction in government primary schools of Khyber Pakhunkhwa. Pashto is a provincial language of Pakistan. Due to its importance in our daily life and particularly in education, it was felt necessary to conduct a study on its feasibility. The main objectives of the study were: (1) To get information about available human resources for adopting Pashto as a medium of instruction with regard to trained teachers, translators for text books, curriculum developers, reviewers and authors; (2) To find out the tendency of teachers, parents and students towards Pashto medium of instruction regarding teachers, students and parents literacy skills (reading, writing and speaking ability) in Pashto; teachers knowledge of the contents of various primary school subjects in Pashto; teachers’ qualification in Pashto and teachers, students and parents’ preferences for Pashto medium of instruction; (3) To find out barriers in adopting Pashto as a medium of instruction; and (4) To explore the advantages and disadvantages of adopting Pashto as a medium of instruction. A representative sample of 1200 students, 600 teachers of government primary schools and 600 parents (of government school students) was selected through cluster sampling technique from six sampled districts i.e. Swat, Malakand, Nowshera, Peshawar, Kohat and Bannu. Two research instruments i.e. questionnaires and structured interviews were used for data collection. Questionnaires for teachers and parents (based on 2 & 3 points scale) while structured interview for students (based on 2 points scale) were used as the main research tools for data collection. The two data collecting instruments (questionnaires and interviews) were pilot tested on limited size of the sample (twenty teachers, forty students and twenty parents) and was improved prior to data collection. The researcher carried out extensive visits for data collection to the sample districts. The obtained data was tabulated, analyzed and interpreted using t - test and chi - square through SPSS version 19 software. No significance of difference was found between the mean scores of the sample with respect to the use of Pashto as medium of instruction. Majority of parents opposed Pashto medium of instruction, because they were thinking about the future of their children in respect of higher education and competitive examinations. Parents also pointed out that their children will be relegated to the provincial boundaries only. It was concluded that the use of Pashto language in teaching-learning process was helpful but was not considered feasible in the light of maximum respondents opined against its use as a medium of instruction.
