یہ خبر بہت افسوس سے سنی جائے گی کہ ۱۹؍ جنوری ۲۰۰۳؁ء کو مشہور علم و ادب نواز اور اردو کی ادیبہ بیگم حمیدہ سلطان احمد کا دہلی میں انتقال ہوگیا، وہ دہلوی تہذیب اور اردو ثقافت کی آخری یاد گار تھیں۔
وہ ۱۷؍ اکتوبر ۱۹۱۳؁ء کو پیدا ہوئی تھیں، دہلی کے محلہ گلی قاسم جان میں نواب احمد بخش والی فیروز پور جھروکہ لوہارو کے چھوٹے صاحب زادے نواب مرزا ضیاء الدین احمد خاں نیر رخشاں کی حویلی میں ان کی پیدائش ہوئی، ددھیال اور ننھیال دونوں طرف سے ان کا خاندان بڑا معزز تھا، بیگم صاحبہ کاننھیالی تعلق نواب مرزا اسد اﷲ خاں غالب سے تھا، مرزا صاحب نے اپنی بیوی امراؤ بیگم کی بڑی بہن بنیادی بیگم کے ایک صاحبزادے زین العابدین خاں عارف تھے جن کو مرزا غالب نے متنبی بنالیا تھا، ان کے ایک صاحبزادے باقر علی خاں کی چھوٹی صاحب زادی رقیہ بیگم حمیدہ سلطان احمد کی والدہ تھیں، ددھیال کا سلسلہ نسب حضرت ابوبکر صدیقؓ سے ملتا ہے، مغل بادشاہوں کے زمانے میں اس خاندان کے لوگ دہلی آئے تھے، اورنگ زیب کی فوج جب آسام کی مہم پر روانہ ہوئی تو اس خاندان کے ایک بزرگ بھی فوج کے ساتھ وہاں پہنچے اور ضلع سب ساگر کے ایک گاؤں میں آباد ہوگئے،ان ہی کی نسل کے لیفٹیننٹ کرنل ذوالنور علی احمد سے جو ایک بہت کامیاب ڈاکٹر تھے رقیہ بیگم کی شادی ہوئی تھی، یہی ذوالنور علی احمد صاحب حمیدہ سلطان احمد مرحومہ اور ان کے بڑے بھائی اور سابق صدر جمہوریہ ہند فخرالدین علی احمد صاحب کے والد بزرگوار تھے۔

Contemporary Debate on Peace, Politics and Religion: A Quranic Perspective

In the contemporary era of conspiracy theories and practices through media prejudice, focused scholarship and policy oriented publication, Islam in general and Muslims in specific are being tinted as anti-peace and social prosperity entities. Quran as the primary source of Islamic jurisprudence provides principals for every aspect of society including polity one. This study focuses on basic Quranic injections regarding politics and their role in developing peace in contemporary society. The compatibility of Islam and democracy is one of the hottest debates among researchers of political science are also to be focusedon the study. Applyinghermeneuticsmethod and analyzing thought of key Muslim political thinkers and interpreters, this paper concludes that Quranic injections of polity and state are a vibrant source of developing peace and prosperity in historical perspective and same applicable in contemporary society, but hegemony forces feeling fear of Islamic resurgence state that Islam and democracy are incompatible and these Quranic sources are being used for creating panic in the present world.

War on Terror and the Law of Armed Conflict: Legal Aspects and Implications

The acts of terrorism committed by non-state actors on September 11, 2001 were promptly responded by the use of force against Afghanistan, thus, commencing the ‘war on terror.’ This thesis sets out the essential components of the international legal framework i.e. jus ad bellum and jus in bello against which the September 11 attacks and the lawfulness of measures taken in response, thereto, fall to be assessed. The main emphasis remains on relevant laws in relation to the responsibility for 9/11 terrorist attacks, lawful constraints on the use of force in self-defense, limitations on conduct of hostilities under the humanitarian principles and safeguards provided by law-enforcement paradigm to protect basic human rights. This study is, therefore, to highlight the existence of international legal regime capable of addressing the events such as September 11 and governing the responses to that. It enquires the compatibility of the ‘war on terror’ with the legal framework provided by international law especially the Law of Armed Conflict in order to find out the legitimacy of use of force in preemptive self-defense, conduct of military operations to prevent transnational terrorism, targeted killings, collateral damage, detention operations and prosecution procedures. It also refers to the implications for states responsible for noncompliance to the law and subsequently for international rule of law. In this regard, the study explores that interpretation of the law is significant that regulates the state-based rationale behind compliance or noncompliance to the law. If there is a state-will to focus on humanitarian protection of individuals then rationale is more related to the applicability of the law, and if a state uses its influence and powerful status to achieve political-military objectives then rationale is less concerned about the rule of law. This proposition constitutes the threshold of applicability of the law in the ‘war on terror'' and eventually leads to the conclusion that unilateral use of force to counter terrorism is not a viable solution rather it obscures international law as a legal framework in such military operations. This thesis, thus, maintains that the existing international norms and standards can only establish the rule of law, if states interpret the law in its simplest form, apply it regardless of their vested interests and pay due respect to international legal regime.
