سرشاہ سلیمان
نئی تعلیم نے جو بہتر سے بہتر نمونے ہماری قوم میں پیش کئے اُن میں سے ایک سرشاہ سلیمان تھے، وہ مشرقی تعلیم کے ایک ممتاز خاندان کے فرد فرید تھے، ان کا آبائی وطن ضلع اعظم گڑھ ہی کا ایک ممتاز قصبہ تھا، ملا محمود جون پوری جن کا نام شمس بازغہ اور فرائد کے مصنف کی حیثیت سے آفتاب کی طرح درخشاں ہے، ان کے مورثِ اعلیٰ تھے، سرسلیمان مرحوم نے بھی ابتدائی مشرقی تعلیم حاصل کی تھی، اور عربی تعلیم سے بہرہ ور تھے، ملا محمود نے فلسفہ میں ادب کی، اور ادب میں فلسفہ کی شان پیدا کی تھی، یہی خصوصیت سر سلیمان کی ذات میں تھی، ایک طرف وہ قصائد ذوق اور مثنویات میر کو ترتیب دیتے تھے اور دوسری طرف آئن سٹائن کے نظریہ پر نقد و تبصرہ کرتے تھے۔
سر سلیمان کی فطری ذہانت بے نظیر تھی، ذہانت کی بجلی ان کی رگ رگ میں بھری تھی، وہ نہ صرف ہائی کورٹوں کے جج رہے، بلکہ قانون کے نکتہ شناس بھی تھے، ان کی لیاقت و قابلیت کی شرح کے لئے چند سطریں کسی طرح کافی نہیں ہوسکتیں، اور ان سب باتوں کے ساتھ وہ مسلمان بھی تھے، ایماناً اور عملاً مسلمان! وہ ان تنگ ظرفوں میں نہ تھے جو رومن حروف کے چند الفاظ پڑھ لینے کے بعد اپنے کو حقائق و معارف کا سب سے بڑا عارف مان کر دین و مذہب سے بے نیاز ہوجاتے ہیں، اور بندگی کی حد سے آگے بڑھ کر خدائی کے عرش کا اپنے کو مستحق سمجھنے لگتے ہیں، مرحوم میں ان خوبیوں کے ساتھ بہت سی اخلاقی خوبیاں بھی جمع تھیں، وہ منکسر، متواضع، حلیم، اور سادہ مزاج تھے، ساتھ ہی اپنی رائے کے مضبوط اور کام کے دھنی تھے، وہ عالم تھے، مگر عمر بھر طالب العلم بنے...

It is with profound pleasure that we write this editorial to welcome you to the new journal, “Pakistan Biomedical Journal” (PBMJ), an interdisciplinary international journal. PBMJ has successfully completed its first volume and now its the second volume. We greatly appreciate the response of scientists who have contributed previously and are still contributing to this new journal. The subject of the journal is interesting and we try to address the health related concerns of public and improve the understandingof scientific phenomenons by researchers. Research discoveries are happening at a fast pace, in all the fields and PBMJ provides an ideal forum for exchange of scientific knowledge in terms of full length papers, surveys, reviews, case studies, letters to editor and systematic analysis. PBMJ is committed to publishing all manuscripts receiving a high recommendation from reviewers. The intention of PBMJ is to create space for generation of new knowledge, debate, collaborations among national and international scientists. Our vision is to promote research that will be helpful for knowledge sharing, new discoveries, development of critical thinking among the upcoming scholars, guidance for policy makers, awareness among the concerned community and ultimately benefitting the general population in improving health and fitness at large. Policies of World Trade Organization: Threats to Tribal Areas Fata Trade With Afghanistan

This study argues that policies and regulations of World Trade Organisation (WTO) will adversely affect Tribal Areas’ (Federally Administered Tribal Areas) trade with Afghanistan. WTO was established in 1995, following the Uruguay Round of the General Agreement on Trade and Tariff (GATT). It formulates general rules that apply to all members and specific commitments made by individual governments, in return, the member states adjust their economic policies to its regulations. Pakistan is already a member of WTO and Afghanistan is sitting as an observer. It is established with the help of theoretical, analytical and empirical data that WTO’s policies and regulations will adversely affect Pakistan, Afghanistan, impoverished FATA and adjacent five Afghan border provinces. Chapter 1 deals with WTO’s inception, history, organisational structure and working mechanism. It charts WTO policies and its adverse impact on the developing countries. It argues that free trade and open market policies of WTO are biased and unsympathetic towards developing and least developed states, hence, suggests reforms. The second chapter attempts to assess social, political and economic conditions of FATA, Pakistan and adjacent five Afghan border provinces, a prelude to evaluating the impact of WTO policies. The third chapter discusses formal, transit and informal trade between Afghanistan and Pakistan through FATA, the second largest source of livelihood in Pak-Afghan border areas the following agriculture. The field data indicates that margin of profit earned by inhabitants of border areas involved in formal/informal trade and transit trade may disappear as a consequence of implementing WTO regulations, hence, threaten livelihood. The fourth chapter briefly describes the impact of WTO policies on Pakistan’s and Afghan agriculture, manufacturing, services and trade. It argues that both Pakistan’s and Afghan traditional system of agriculture, infant industrial base, unskilled and poorly organised service sector, trade and commerce, in primary goods and commodities, seem not ready for strenuous policies of WTO. The fifth chapter illustrates WTO’s policies adversely affecting impoverished tribes residing FATA, Pakistan and adjacent five Afghan border provinces. It forewarns regarding imminent, colossal though perceived threats to the livelihood of inhabitants of FATA and adjoining areas of Afghanistan. Several alternatives are discussed and suggested to policymakers concerning FATA and adjacent Afghan border provinces to mitigate challenges faced by WTO’s policies. Alternative options are also explored for FATA and adjacent five Afghan border provinces to compete and endure WTO’s policies and regulations.
