’’انٹی کرپشن‘‘ یعنی انسدادِ بد عنوانی!
نحمدہ ونصلی علی رسولہ الکریم امّا بعد فاعوذ بااللہ من الشیطن الرجیم
بسم اللہ الرحمن الرحیم
معزز اسا تذہ کرام اور میرے ہم مکتب شاہینو!آج مجھے جس موضوع پر اظہار خیال کرنا ہے وہ ہے:’’انٹی کرپشن‘‘ یعنی انسداد بدعنوانی!‘‘
ملاوٹ کرپشن ہے سب کا مزاج
خدا جانے بدلے گا کب یہ سماج
صاحبِ صدر!
انٹی کرپشن یعنی انسداد بدعنوانی کے لفظ سے ہی یہ بات مترشحّ ہورہی ہے کہ بدعنوانی کو :
کوئی معاشرہ ، کوئی قوم، کوئی خاندان کسی لحاظ سے بھی مستحسن قرارنہیں دیتا، جس مضمون کا عنوان ہی غیر مناسب اور ناموزوں ہو اس میں موجود موادکبھی اچھے نتائج برآمد نہیں کرسکتا۔
کرپشن کے لفظ میں سینکڑوں برائیاں ، سینکڑوں نازیبا حرکات پنہاں ہیں ، کرپشن کا اژدہا معاشرے کے حسن کو اپنی بھیانک شکل سے شب بیماراں کرنے کے درپے ہے۔ کرپشن جس مقام پر بھی ہو تو اس کی شائستگی اور شیفتگی کا قلع قمع کر دیتی ہے۔
جنابِ صدر!
مجاہد سرحد پر کھڑ اتساہل اور غفلت کا شکار ہے تو وہ بھی کرپشن کر رہا ہے۔ مسیحااپنے فرائضِ منصبی بطریقِ احسن سرانجام نہیں دے رہا تو وہ بھی بدعنوانی اور کرپشن کا شکار ہے۔ اس کی لا پرواہی سے مریض لقمہ اجل بن رہے ہیں تو اس عظیم پیشہ سے وابستہ شخص گویا انتہائی درجے کابدعنوان اور کرپٹ ہے۔
معزز سامعین!
کر پشن اور بدعنوانی کے حامل شخص سے خلاصی انتہائی ناگزیر ہے۔ بدعنوانی کے خوفناک سالوں سے نکلنے کے لیے دیانتداری اور ایمان داری کی شمع کو منور کرنا ہوگا۔ اسلام کے گلشن سے گلہائے رنگارنگ کا نظارہ کرنا ہوگا، جرأت اور جوانمردی کے اسپ تازی کی شاہسواری کرنی ہوگی۔

Sindh under the Mughals: Some Glimpses from Tarikh-i-Masumi and Mazhar-iShahjahani

The Mughal period (1592-1737 CE) rightly claims to produce an abundant amount of literature on history and culture of Sindh. This article aims to highlight impacts of Mughal rule on politics, administration and society of Sindh. There were a number of official writers emerged, who endeavored for drawing a plausibly adequate picture of the Mughal administration. Their narrations have been qualified by the quality and expanse of available information. Studies of the Mughal administration in Sindh are, for the most part, relied upon notable works significantly include some indigenous historical sources. This article fundamentally based upon the two such masterpieces titled Tarikh-i-Sindh alias Tarikh-i-Masumi (c. 1593 CE) and the Mazhar-iShahjahani (c. 1634 CE). Both of these compilations offer an overview of the dynamics of the Mughal politics concerning different administrative units and offices. Besides the political history, some new aspects in terms of socioeconomic conditions are also evident on the basis of the first hand record. I anticipate that this endeavor would reveal some extent the true perception about the politics and society in Sindh under the Mughals.

The Impact of Whole School Improvement Program Wsip : A Case Study

Change is a complex and systematic process, which needs dedication and professional commitment. It is not only about adoption of totally new things but also about doing something for improving the existing practices. Change is not something which occurs very quickly or over night but it is a process, which takes time and attention (Fullan; 1993). The stakeholders must have ownership and empowerment for the continuation and sustainability of the change effort. In the process of change each member must have shared goals, beliefs, interests, and emotions. Clear communication is vital for sharing information between reform initiators and other stakeholders of the reform. Especially ongoing communication is essential for sharing the ownership of change. My research study was based on studying the impact of the whole school improvement program (WSIP) in the Northern Areas. The Professional Development Center, Northern Areas, (PDCN) initiated WSIP in 1999 in the Gilgit region. WSIP is an approach, which considers school as a center of training and deals with different aspects of the school in order to bring about change in the practices of the project schools, and to enhance the students' learning outcomes. This study was about the change that occurred in one of the project schools as a result of participating in the WSIP. It was a single case study of a school. I investigated the change that occurred in the different aspects of the project school. According to my research question I selected a school, where the WSIP had been implemented in 2000 and after follow up support the school had been left on its own it was a model school of WSIP. During this study I interacted with different stakeholders who participated in the WSIP. These were the teachers, the PDTs, the head teacher, the village education committee, the students, and the field education officer. This study revealed some of the significant changes in the school context as a result of participating in the WSIP such as, improvement in the leadership and management, teaching and learning practices of the project school, and enhancement in the students' learning outcomes. I observed a collegial environment in the sample school, where all the stakeholders worked together for the development of the school.
