مولانا سید اسعد مدنی ؒ
افسوس صد افسوس کہ ۶؍ فروری کو مولانا اسعد مدنی نے داعی اجل کو لبیک کہا، اناﷲ وانا الیہ راجعون، ان کی وفات قوم و ملت کا بڑا خسارہ ہے۔
راقم نے انہیں کئی بار دیکھا اور اس حال میں دیکھا جب وہ صحت مند، توانا، تروتازہ، متحرک اور جوش عمل سے سر شار تھے لیکن ملاقات کا شرف دو تین بار ہی حاصل ہوا، مارچ ۱۹۸۸؁ء میں ان کے والد بزرگوار مولانا سید حسین احمد مدنیؒ پر مسجد عبدالنبی نئی دہلی میں سمینار ہوا تھا جس کے کنویز ڈاکٹر رشید الوحیدی مرحوم تھے، اس میں پہلی بار ان سے شرف نیاز حاصل ہوا، بڑی بشاشت اور گرم جوشی سے ملے، آخری بار ۱۹۹۲؁ء میں سعودی سفارت خانے سے حج بیت اﷲ کا ویزا لینے گیا تو دفعتاً ان پر نظر پڑی، لپک کر ملا، دریافت کرنے پر اپنے کو بتایا تو قریب کی کرسی پر بیٹھنے کے لیے کہا اور کچھ دیر تک باتیں کیں، غالباً بیماریوں کا سلسلہ شروع ہوچکا تھا، اس لیے مجھے بہت مضمحل اور بجھے بجھے سے نظر آئے۔
مولانا اسعد صاحب ۵؍ نومبر ۲۰۰۵؁ء کو وہیل چیئر سے گرگئے، سر اور دماغ میں چوٹ آئی، عصر کی نماز کی تیاری کررہے تھے کہ بے ہوش ہوگئے اور دہلی کے اپولو اسپتال میں داخل کیے گئے جہاں تین ماہ تک موت و حیات کی کشمکش میں مبتلا رہنے کے بعد ۶ فروری کو ہزاروں لاکھوں عقیدت مندوں کو سوگوار اور اشک بار چھوڑ کر رفیق اعلا سے جاملے۔

The Making of Benazir Income Support Program

The Benazir Income Support Program (BISP), introduced in 2008-09, is a unique cash support scheme for economically stressed families. Its uniqueness arises from several facets. The cash transfers are provided only to women aged over 18 years and have been ever married. It is unconditional and aimed at supplementing income as opposed to alleviating poverty. It was politically neutral, given that the facility to identify potential beneficiaries was extended to all parliamentarians, irrespective of party affiliation. A set of filters, applied electronically, ensured objectivity in beneficiary selection. Disbursement mechanism was automated to ensure minimal leakage. This paper outlines the process of the preparatory work that went into designing BISP – the conceptual debates, the beneficiary identification and disbursement procedures, etc. – involving a combination of high quality research with political decision making. It also addresses the debates surrounding BISP, cites independent empirical studies that show that the parliamentarian-based beneficiary selection mechanism was efficient and equitable and did indeed cover the deserving, and also responds to the variety of criticisms. ______

Effective Leadership Practices of a Government Secondary School Head Teacher in the Rural Context of Gilgit-Baltistan G-B

Leadership is a key driving force to improve a school at the time of challenges. The quality of education in public schools of Pakistan is rapidly deteriorating due to unsatisfactory leadership practices. The improvement of these schools is only possible through effective practices of school leadership. Hence, the purpose of this study was to explore the effective leadership practices of a government secondary school head teacher in the rural context of Gilgit-Baltistan (G-B). The study explores how the head teacher brings about considerable improvement in schools by overcoming the contextual challenges facing the school. The study was carried out through the exploratory case study method within the qualitative research design in order to have an in depth and close understanding about leadership practices of the particular head teacher. The head teacher's effectiveness was studied in three schools; the current school where he has been successful in bringing considerable improvement and two other schools where he had worked in the past. The participants in this study were the head teacher, teachers, students and community representatives who were selected from the three focused secondary schools. The findings of the study reveal that the head teacher utilised different leadership strategies to improve the schools. The most common strategies he used were distributed leadership, pedagogical leadership, community involvement, effective management, fair examination system and positive relationships with different stakeholders. It further revealed that the head teacher's leadership practices had a log lasting impact on the schools where he had worked previously. The findings of this study are significant for head teachers of all schools in general and for headteachers of public institutions in particular. For, public institutions are facing more or less same challenges across public institutions of Gilgit BaItistan. Hence, the findings of this study will provide a road map for public sector head teachers to overcome those challenges to lead their schools successfully through challenging situation.
