افسوس ہے کہ علمائے قدیم کی ایک اہم اور آخری یادگار مفتی عبداللطیف صاحب نے گزشتہ مہینہ انتقال فرمایا، مرحوم استاذ العلماء مولانا لطف اﷲ صاحب علی گڑھ کے شاگرد مولانا فضل رحمن گنج مراد آبادیؒ کے مرید اور دارالعلوم ندوۃ العلماء کے دور اول کے اساتذہ میں تھے، حضرت سید صاحب مرحوم نے ابتدائی کتابیں ان ہی سے پڑھی تھیں۔ پھر ندوہ سے اپنے خواجہ تاش مولانا محمد علی مونگیریؒ کے پاس مونگیر چلے گئے اور کچھ دنوں یہاں قیام کے بعد حجاز تشریف لے گئے اور کئی سال تک مدرسۂ صولتیہ مکہ معظمہ میں درس و تدریس کی خدمت انجام دی، اسی زمانہ میں مصر و شام و عراق وغیرہ کی سیاحت کی، پھر حجاز سے واپس آکر مونگیر میں تصنیف و تالیف کا سلسلہ شروع کیا، جامعہ عثمانیہ کے قیام کے بعد جب ان کے ہم درس مولانا حبیب الرحمن خاں شروانی اس کے وائس چانسلر مقرر ہوئے تو انھوں نے مفتی صاحب کو اس کے شعبۂ دینیات میں لکچرر مقرر کیا اور آخر میں وہ اس کی صدارت کے عہدہ سے وظیفہ یاب ہوئے۔ جامعہ عثمانیہ سے سبکدوشی کے بعد شروانی صاحب نے مسلم یونیورسٹی کے شعبۂ دینیات میں ان کا تقرر کرایا۔ مگر چند ہی سال کے بعد ضعف پیری کی وجہ سے اس خدمت سے سبکدوش ہوگئے، اور علی گڑھ میں مستقل قیام فرمایا، مگر درس و تدریس کا سلسلہ آخر عمر تک جاری رہا۔

Historical Contribution of Islamic Waqf in Human Capital Development Through Funding Education

Islam being a complete code of life encompasses all aspects of a person’s personal and social life. Islam considers those as Muslims who submit to the will of Allah Almighty in all aspects of life. Islam is not merely a matter of private life and its worship system is not restricted only to a set of rituals, but has pervasive social consequences and develops a strong sense of moral society based on system of rules around center of universal concept of justice. Therefore, Islam proposed institutions with relation to justice, governance, cooperation and solidarity for achieving high economic growth and development. Achievement of development and growth of economy is fast in a society or country if it has developed human capital (human resource). Human capital is developed when education is imparted and facilities of health and sound life are provided to human beings. According to Islamic principles, if human beings cannot afford proper education in the society (or other facilities such as health care) then those who are well off endow their properties in Zakat, Awqaf (plural of waqf) and Charities for their better development and nourishment. These properties when endowed as Awqaf are deployed for propagation of education (knowledge, skills, training etc.) by establishing Madrassas (schools, maktabs, colleges, universities etc.) libraries, translating books, and conducting research. In Islamic society there were many Awqaf founded for establishing Madrassas. This paper is dedicated to discuss the development of human capital through education funded by Islamic Awqaf by reviewing literature.

Exploring Practices of English Language Teachers in Teaching English at Middle Level in a Public School of Hunza, Gilgit-Baltistan

This study was conducted to explore the practices of English teachers in teaching English at the middle level. Using a qualitative case study method, the study was conducted in a public school in Hunza, Gilgit-Baltistan. In this study, the primary research participants were three teachers teaching English at the middle level and nine students, three from each of the following grades: 6th, 7th, 8th. The data were generated through semi-structured interviews, classroom observations, focus group discussions and field notes. Case-oriented replication strategy was used to analyze the data. The research location was chosen keeping in view the socio-economic status and language similarities in the teaching and learning of English in the context where the research problem occurred. The major findings reveal that English teachers use the Grammar Translation Method (GTM) for teaching English. During lesson presentation, it was observed that teachers follow the old method of translating the text from English to Urdu and ask students to learn it by heart. Moreover, the teachers' interaction with the students is most of the time bilingual or sometimes translation from English to Urdu, whereas students completely use Urdu language in interacting with their peers and teacher. The particular method which the teachers use for teaching English is ineffective for improving students' English language competence, particularly in developing communicative skills. Therefore, students experience difficulty in expressing themselves effectively in English language. The reasons behind this practice in the teaching of English are: lack of subject specialist teachers, curricular overload, lack of ongoing support system, teachers' inefficiency, shortage of resources and lack of professional development opportunities. To sum up, the findings of this study indicate that there is a dire need to bring improvement in the practice of teaching and learning English. Therefore, the study ends with some recommendations offered for the purpose of the said improvement.
