اسلام دہشت گردی نہیں امن چاہتا ہے
نحمدہ ونصلی علی رسولہ الکریم امّا بعد فاعوذ بااللہ من الشیطن الرجیم
بسم اللہ الرحمن الرحیم
صدرِذی وقار ،معزز اسا تذہ کرام اور میرے ہم مکتب ساتھیو!
آج مجھے جس موضوع پر لب کشائی کا موقع فراہم کیا گیا ہے وہ ہے:’’اسلام دہشت گردی نہیں امن چاہتا ہے ‘‘
جنابِ صدر!
دہشت گردی ایک ایسا ناسور ہے جس نے معاشرے کے حسن کو ختم کر دیا ہے، ایک ایسا عفریت ہے جس کے خوفناک مجسمے نے امن و سکون کو خاک میں ملا دیا ہے۔ دہشت گردی ایک ایسی ظلمت ہے جس سے نور وضیا دور ہوتے چلے جاتے ہیں۔
جنابِ صدر!
دہشت گردی گھر میں ہو، گھر سے باہر ہو، محلہ میں ہو کوچوں میں ہو ،تعلیمی اداروں میں ہو، درسگاہوں میں ہو، دہشت گردی جہاں کہیں بھی ہواپنے منحوس سایوں کے باعث زندگی اجیرن کر کے رکھ دیتی ہے۔
جنابِ صدر!
دہشت گردی کی فضاء میں پروان چڑھنے والا پودا کبھی تناور درخت نہیں بن سکتا۔ دہشت گردی کے ماحول میں بڑھنے والا پھول کبھی گر دونواح کو معطر نہیں کرسکتا۔دہشت گردی کی فضاء میں سانس لے کر پروان چڑھنے والا مرد حر کا لباس زیب تن نہیں کر سکتا۔
معزز سامعین!
برائی جو بھی ہو اس کو ختم کرنا اس کو جڑ سے اکھیڑنا، اس کو صفحہ ہستی سے مٹانا، اس کو نیست و نابود کرنا انتہائی ناگزیر ہو جا تا ہے اس کے لیے سر توڑ کوشش کی جاتی ہے، جہد مسلسل سے کام لیا جاتا ہے، شب وروز کاوش کی جاتی ہے۔

Perinatal Death Surveillance and Response: A Secondary Analysis of Nepal’s Efforts

This paper presents Nepal’s experience regarding perinatal death surveillance and the country’s response in reducing preventable perinatal deaths. In developing this paper, evidence of perinatal mortality in Nepal is brought from secondary sources, mainly the assessment report of Maternal and Perinatal Death Surveillance and Response (MPDSR) system. As of 2019, this initiative has been implemented in 77 hospitals across Nepal. Challenges and barriers in implementing the MPDSR system need to be brought to attention, as the system is being scaled up to 110 hospitals. Data from the Perinatal Death Review revealed that 72% of the maternal deaths occurred during the post-partum period, due to (i) post-partum haemorrhage, (ii) hypertensive disorder, (iii) pregnancy-related infections, and (iv) non-obstetric causes. In 70% of the cases such deaths could have been prevented. Majority of perinatal deaths, at 71%, were stillbirths, mainly due to low child weight of less than 2500 grams. In conclusion, there is urgent need for the national guidelines for MPDSR system to be amended, additional and continued training provision to the health workforce, improvement in the coordination and feedback mechanism, and strengthening of the information management system

A Security System Employing Edge-Based Rasterstereography

The present research is related to human-face recognition using edge-based rasterstereography, which has the potential to be used as identification-based security system. In this respect a modified raster grid is used instead of conventional raster grid. The modification, mainly, consists of equally-spaced circular dots instead of conventional screen composed of stacked squares, which gave acceptable results for green color. This modified raster grid was projected on human face, distortions of which were used to extract curvature information — unique for a face (principal identification and recognition criterion). This information, in coördinate form, was processed by image-processing algorithms. Registration, identification and verification were the three phases of face-recognition system. In the first step, subject’s face was captured by a digital camera and stored in the system database. In the second phase, the registered face was compared with all the stored faces in the database. In the third phase, verification process executed, which consisted of comparing the identified face with own stored template. Once the facial image passed these three stages, the face was recognized as a particular individual. The algorithm, developed as such was tested on human faces; 380 out of 400 were, correctly, recognized. This algorithm was computationally efficient and effective. The edge-based-rasterstereographic-face-recognition system has been achieved to an extent of efficient 95% for identification and security purposes as time and cost-saving mechanism.
