۲۔ھل استفہامیہ

جب اللہ تعالیٰ مجرموں کو جہنم میں ڈالیں گے تو پھر اس سے پوچھیں گے۔ارشادِ باری تعالیٰ ہے:

۱-"هَلِ امْتَلَاْتِ وَتَقُوْلُ هَلْ مِنْ مَّزِيْدٍ "۔[[1]]

"کیا تو بھر چکی اور وہ کہے گی کیا کچھ اور بھی ہے۔ "

اس کے دو مطلب ہو سکتے ہیں ۔ایک یہ کہ " میرے اندر اب مزید آدمیوں کی گنجائش نہیں ہے۔ " دوسرے یہ کہ " اور جتنے مجرم بھی ہیں انہیں لے آیئے " پہلا مطلب لیا جائے تو اس ارشاد سے تصور یہ سامنے آتا ہے کہ مجرموں کو جہنم میں اس طرح ٹھونس ٹھونس کر بھر دیا گیا ہے اس میں ایک سوئی کی بھی گنجائش نہیں رہی، حتیٰ کہ جب اس سے پوچھا گیا کی کیا تو بھر گئی تو وہ گھبرا کر چیخ اٹھی کہ کیا ابھی اور آدمی بھی آنے باقی ہیں؟

یہاں یہ سوال پیدا ہوتا ہے کہ جہنم سے اللہ تعالیٰ کے اس خطاب اور اس کے جواب کی نوعیت کیا ہے؟ کیا یہ محض مجازی کلام ہے؟ یا فی الواقع جہنم کوئی ذی روح اور ناطق چیز ہے جسے مخاطب کیا جا سکتا ہو اور وہ بات کا جواب دے سکتی ہو؟ اس معاملہ میں قطعیت کے ساتھ کچھ نہیں کہا جا سکتا ممکن کہ یہ مجازی کلام ہو اور محض صورت حال کا نقشہ کھینچنے کے لیے جہنم کی کیفیت کو سوال و جواب کی شکل میں بیان کیا گیا ہو، لیکن یہ بات بھی بالکل ممکن ہے کہ یہ کلام مبنی بر حقیقت ہو ۔ اس لیے کہ دنیا کی جو چیزیں ہمارے لیے جامد و صامت ہیں ان کے متعلق ہمارا یہ گمان کرنا درست نہیں ہو سکتا کہ وہ...

Zakat on Non-Agricultural Land Plots: Public Awareness and Fiscal Reforms

Zakat is although a compulsory obligation in Islam but is not paid compulsorily by the people. There are two main reasons; one is the ignorance about many things on which zakat is due, for example non-agricultural land and commercial plots etc. andsecond, ignorance about the mechanism through which it is paid. Thefirst aspect is related to public awareness and second aspect is related to the fiscal policy being enforced by the government collecting property and wealth taxes thus putting heavyfinancial pressure on the owners of real estate so as to compel them to avoid zakat andpay taxes. The paper explores the level of awareness among the general public about the payment ofzakat on non-agricultural land. Itfurther addresses the question that how the existing revenue structure need to be changed. For thefirst aspect, primary data with n=33 has been collected from the capital city of the province Khyber Pakhtunkhwa. For the second aspect the revenue structure of the government is reviewed tofind out the number of taxes on the possession, sale and purchase of commercial or nonagricultural land plots. Since taxes are in no way a substitute of zakat so it is further explored that if the existing taxes are replaced and zakat system would be properly enforced then how much is the net return. In order to estimate this net return, an interview has been conducted from the property dealers and also the figures are taken from government accounts to calculate a sample for the study area that is then generalized for the government returns at large. The results of the study show a high level ofignorance about zakat obligation on plots in the study area. The verdicts of the Islamic scholars also create difference of opinion, however, majority have approved the case in favor of payment. Since there is ignorance and people have to pay taxes so they avoid zakat and just pay taxes. A mechanism is needed for fiscal reforms to ensure the payment of zakat and to stop its substitution against taxes on land plots.

Infusing Environmental Themes into Existing Primary In-Service Teacher Education Programs in Science

Environmental education has become an important and growing area of educational research. Environmental education is dynamic, reflecting our growing understanding of our relationship with the environment. An environmental perspective allows students to understand the importance of science for the society and the environment, to develop a sense of inquiry, and to think creatively about the solutions to environmental problems. Teachers have a vital role in ensuring that environmental education is implemented effectively. One of the purposes of my research study was to explore the opportunities for environmental infusion in the existing Science teacher education program, and to understand the perceptions of a science teacher educator, of how he experienced the possibilities and challenges of environmental infusion in his teaching of science topics. My research was designed in a qualitative paradigm; within this paradigm, I employed action research. My primary sources of data were interviews, and classroom observations, together with secondary sources such as document analysis and unstructured conversations. Major findings from the study revealed that the science curriculum of in-service teachers' training program contains a fair amount of environmental content in it. Moreover, most of the concepts are knowledge based, and these topics lack the action skills of environmental education. These skills are needed by the learners to enable them to have a positive approach towards the environment, for the purpose of resolving, or helping to resolve, environmental issues. The study further indicated that infusing environmental content in science was very challenging because environmental issues are complex. Building a sufficient knowledge base of science teacher educators is very essential while discussing and handling environmental issues. In the light of the findings, the study recommended the infusion of environmental concepts in all subjects of teacher education. The study also recommended the training of teacher educators in environmental education, on a massive scale. Science-based environmental education is required at every level of education to take informed, effective, and on the spot decisions. The study recommended the incorporation of skills in science textbooks that would help learners to take initiatives about the solution of environmental problems.
